Special Session A of the Florida Legislature
Ch. Ch. 2007-1 (C.S. for H.B. 1A) Revises numerous provisions relating to hurricane preparedness and insurance. Creates provisions addressing rate filing, risk pooling, wind-borne debris protection, self-insurance funds, premium discounts, return of excess profits, risk of coverage determination standards, residential hurricane coverage, hurricane loss reports, and a uniform home grading scale; provides for a specified task force, committee, and program; and provides for specified Citizens Property Insurance Corporation coverage. Effective January 25, 2007, except as otherwise provided.

Ch. Ch. 2007-2 (C.S. for C.S. for S.B. 146) Restricts bail or other pretrial release for specified violent felony offenders, certain persons on felony probation or community control subsequently arrested for a qualifying offense, and certain persons adjudicated as habitual felony offenders; provides an exception; defines certain terms and incorporates specified provisions; mandates development of a system for identification and electronic listing of violent felony offenders of special concern; and revises certain Criminal Punishment Code computation methodology. Effective March 12, 2007.
Ch. Ch. 2007-3 (C.S. for C.S. for S.B. 1226) Creates a merit award program for instructional personnel and school-based administrators; establishes eligibility, disbursement, and assessment criteria; provides for information dissemination, review of performance-based pay plans, and plan revision; requires certain student examinations; provides for dispute resolution; and repeals specified performance pay policies. Effective March 29, 2007, except as otherwise provided.
Ch. Ch. 2007-4 (C.S. for H.B. 333) Permits specified county or municipal entities to adopt an ordinance increasing the range for the amount of the additional homestead exemption for certain low-income seniors. Effective April 9, 2007, and retroactively operative to January 1, 2007.
Ch. Ch. 2007-5 (H.B. 7003) Amends, repeals, or reenacts various provisions in the Florida Statutes to replace incorrect cross-references, delete obsolete or expired provisions, correct grammatical and typographical errors, remove inconsistencies and redundancies, and otherwise improve the clarity of the statutes. Effective July 3, 2007.
Ch. Ch. 2007-6 (H.B. 7005) Repeals numerous provisions of the Florida Statutes which were repealed other than by a “current session” of the Legislature, for the purpose of omitting such provisions from publication in the Florida Statutes 2007. Effective July 3, 2007.
Ch. Ch. 2007-7 (H.B. 7007) Designates portions of the Florida Statutes 2007 which constitute the official statute law of the state. Designates general laws which are, and which are not, repealed by the adoption of the Florida Statutes 2007. Effective July 3, 2007.
Ch. Ch. 2007-8 (S.B. 1308) Redesignates the Cooperative Agreement Trust Fund within the Department of Military Affairs as the Federal Grants Trust Fund; terminates the Jefferson County Project Construction Trust Fund within the Department of Transportation; transfers all current balances to the State Transportation Trust Fund within the department. Effective July 1, 2007.
Ch. Ch. 2007-9 (S.B. 1310) Re-creates the Emergency Response Trust Fund within the Department of Military Affairs; carries forward all current balances of the fund; and continues all current sources and uses of the fund. Effective July 1, 2007.
Ch. Ch. 2007-10 (S.B. 1312) Creates the Operating Trust Fund within the Department of Legal Affairs; provides for use and source of funds; provides for review and termination or re-creation. Effective July 1, 2008.
Ch. Ch. 2007-11 (S.B. 1314) Creates the Federal Grants Trust Fund within the Department of Legal Affairs; provides for use and source of funds; provides for review and termination or re-creation. Effective July 1, 2008.
Ch. Ch. 2007-12 (S.B. 1316) Creates the Federal Grants Trust Fund within the Department of Juvenile Justice; provides for use and source of funds; provides for review and termination or re-creation. Effective July 1, 2008.
Ch. Ch. 2007-13 (S.B. 1318) Terminates the Florida World War II Veterans Memorial Matching Trust Fund within the Department of Veterans’ Affairs; transfers all current balances and revenues to the Grants and Donations Trust Fund; conforms specified provisions; deletes the Community Resources Development Trust Fund within the Department of Children and Family Services; continues the Biomedical Research Trust Fund. Effective July 1, 2007.
Ch. Ch. 2007-14 (C.S. for S.B. 1320) Terminates the Apalachicola Bay Oyster Surcharge Clearing Trust Fund within the Department of Revenue; transfers all current balances to the General Inspection Trust Fund within the Department of Agriculture and Consumer Services; terminates the Secondhand Dealer and Secondary Metals Recycler Trust Fund; transfers all current balances to the Operations Trust Fund within the Department of Revenue; conforms specified provisions; terminates the Fuel Tax Refund Payments Clearing Trust Fund; redesignates the Federal Equitable Sharing Trust Fund within the Department of Financial Services as the Federal Law Enforcement Trust Fund; conforms specified provisions; deletes the Land Reclamation Trust Fund. Effective July 1, 2007, except as otherwise provided.
Ch. Ch. 2007-15 (S.B. 1322) Creates the Operations Trust Fund within the Department of Revenue; provides for use and source of funds; provides for review and termination or re-creation. Effective July 1, 2008.
Ch. Ch. 2007-16 (S.B. 1324) Creates the Federal Grants Trust Fund within the Department of Revenue; provides for use and source of funds; provides for review and termination or re-creation. Effective July 1, 2008.
Ch. Ch. 2007-17 (S.B. 1326) Re-creates the University Concurrency Trust Fund within the Department of Education; carries forward all current balances of the fund; and continues all current sources and uses of the fund. Effective July 1, 2007.
Ch. Ch. 2007-18 (C.S. for S.B. 1328) Terminates specified trust funds within the Board of Governors of the State University System; transfers all current balances and revenues to the General Revenue Fund, except current cash balances and revenues of the State University System Construction Trust Fund are transferred to the Public Education and Capital Outlay and Debt Service Trust Fund; redesignates the Trust Fund for University Major Gifts as the University Major Gifts Program; conforms specified provisions; modifies certain trust funds. Effective July 1, 2007.
Ch. Ch. 2007-19 (C.S. for S.B. 1330) Terminates the Projects Contracts and Grants Trust Fund within the Department of Education; transfers certain balances to other specified trust funds within the department; terminates the Dale Hickam Excellent Teaching Program Trust Fund; transfers current balances to the General Revenue Fund; redesignates the Educational Aids Trust Fund as the Federal Grants Trust Fund; conforms specified provisions. Effective July 1, 2007, except as otherwise provided.

Ch. Ch. 2007-25 (C.S. for H.B. 211) Provides an exemption from the sales and use tax for specified tangible personal property items from June 1, 2007, through June 12, 2007; provides an exception for such items sold within public lodging establishments, theme parks, entertainment complexes, or airports. Effective April 30, 2007.
Ch. Ch. 2007-26 (H.B. 7167) Prohibits counties from requiring monetary consideration from municipalities as a condition to allowing incorporation. Effective July 1, 2007.
Ch. Ch. 2007-27 (H.B. 547) Revises presumption of disability criteria for certain law enforcement, correctional, and correctional probation officers; authorizes an employing agency to establish tobacco-use standards. Effective October 1, 2007.
Ch. Ch. 2007-28 (C.S. for C.S. for H.B. 967) Defines the term “physical education”; mandates weekly physical education for students in elementary and middle school. Effective May 17, 2007.
Ch. Ch. 2007-29 (C.S. for C.S. for H.B. 529) Creates and revises numerous provisions relating to communications; repeals provisions relating to certain cable television franchise standards and competitive market enhancement of local telecommunications companies. Effective May 18, 2007.
Ch. Ch. 2007-30 (C.S. for H.B. 537) Revises and repeals provisions relating to elections; requires all voting to be by marksense ballot; provides an exception for persons with disabilities; requires implementation of uniform audit procedures; establishes procedures for removal or suspension of certain officers or members and a residency requirement for write-in candidates. Effective January 1, 2008, except as otherwise provided.
Ch. Ch. 2007-31 (S.B. 90) Provides for refunds on taxes paid for motor fuel used for commercial aviation purposes; defines a specified term. Effective July 1, 2007.
Ch. Ch. 2007-32 (C.S. for C.S. for S.B. 156) Redefines the term “veteran,” for specified statute construction, to include persons who served during Operation Enduring Freedom or Operation Iraqi Freedom. Effective July 1, 2007.
Ch. Ch. 2007-33 (S.B. 192) Authorizes a bachelor of science degree program in long-term care administration at Florida Gulf Coast University. Effective July 1, 2007.
Ch. Ch. 2007-34 (C.S. for S.B. 464) Designates February 6 of each year as “Ronald Reagan Day” and January 6 of each year as “Three Kings Day.” Effective July 1, 2007.
Ch. Ch. 2007-35 (S.B. 1014) Provides for the adoption of the 2007 version of the Internal Revenue Code. Effective May 22, 2007, and retroactively operative to January 1, 2007.
Ch. Ch. 2007-36 (C.S. for C.S. for S.B. 1026) Requires that certain disabled veterans receive a discount from the amount of ad valorem tax levied on their homestead property; prescribes discount conditions and procedures; provides for a waiver of a certain annual application requirement. Effective May 22, 2007, and retroactively operative to December 7, 2006.
Ch. Ch. 2007-37 (S.B. 1452) Repeals provisions relating to certain municipal audits and the confidentiality of telecommunications service provider audit information held by a taxing authority. Effective October 1, 2007.
Ch. Ch. 2007-38 (C.S. for C.S. for S.B. 1630) Revises the allocation of annual use fee funds from the United States Marine Corps license plate. Effective July 1, 2007.
Ch. Ch. 2007-39 (S.B. 1760) Authorizes an agency custodian of public records to designate another officer or employee to permit inspection and copying of such records; requires identification of the designee and prompt response to records requests. Effective July 1, 2007.
Ch. Ch. 2007-40 (C.S. for C.S. for S.B. 2260) Redesignates the “Secretary of Health” as the “State Surgeon General”; conforms specified provisions; clarifies a reference. Effective July 1, 2007.
Ch. Ch. 2007-41 (S.B. 2912) Authorizes the use of public funds to alter a specified section of Old Cutler Road in the Town of Cutler Bay; requires Department of State approval. Effective July 1, 2007.
Ch. Ch. 2007-42 (C.S. for H.B. 73) Requires that the officers of certain state law enforcement agencies be in a separate bargaining unit. Effective July 1, 2007.
Ch. Ch. 2007-43 (H.B. 99) Exempts certain nonprofit organizations or their representatives, when engaged in charitable public solicitations, from specified permit requirements; prescribes conditions for such exemption; permits local governments to stop the solicitation activities if the prescribed conditions are not met. Effective July 1, 2007.
Ch. Ch. 2007-44 (C.S. for H.B. 111) Revises provisions relating to title insurance. Effective October 1, 2007.
Ch. Ch. 2007-45 (H.B. 121) Revises provisions relating to the Florida Highway Patrol Auxiliary to incorporate a specified definition; authorizes the director of the Florida Highway Patrol to present certain mementos to retiring auxiliary officers. Effective July 1, 2007.
Ch. Ch. 2007-46 (C.S. for H.B. 139) Creates a Statewide Office for Suicide Prevention; provides responsibilities; creates a Suicide Prevention Coordinating Council; provides for membership, duties, and meetings. Effective July 1, 2007.
Ch. Ch. 2007-47 (C.S. for H.B. 259) Provides notice requirements for certain mobile home lot tenants regarding possible entitlement to relocation compensation; prescribes compensation collection criteria; requires payment of late fees by mobile home park owners under certain conditions. Effective May 22, 2007.
Ch. Ch. 2007-48 (H.B. 431) Provides for a tourist-oriented directional sign program to provide directions to certain rural tourist-oriented businesses, services, and activities; prescribes criteria and procedures. Effective July 1, 2007.
Ch. Ch. 2007-49 (C.S. for H.B. 517) Exempts certain active duty members of the United States Armed Forces and their dependent spouses from providing required proof of financial responsibility as the owner, registrant, or operator of a motor vehicle under specified conditions. Effective July 1, 2007.
Ch. Ch. 2007-50 (C.S. for H.B. 615) Revises the voluntary check-off language on application forms for motor vehicle registration and renewal registration to include specified voluntary contributions. Effective October 1, 2007.
Ch. Ch. 2007-51 (H.B. 699) Repeals a provision relating to the expiration of the preference in employment and retention for certain veterans and their spouses; conforms a specified provision. Effective July 1, 2007.
Ch. Ch. 2007-52 (C.S. for H.B. 707) Permits private security agency vehicles to display green lights under specified conditions. Effective July 1, 2007.
Ch. Ch. 2007-53 (C.S. for H.B. 721) Exempts certain payments made to a postsecondary educational institution for bookstore operations from the tax on sales, use, and other transactions. Effective May 22, 2007, and retroactively operative to January 1, 2006.
Ch. Ch. 2007-54 (H.B. 851) Provides for a contract with the University of Florida to ensure long-term preservation of certain state-owned historic properties; provides for a direct-support organization to assist the university; provides organization and contract criteria; prescribes membership and use of property; repeals a provision authorizing a contract with the City of St. Augustine to manage such properties. Effective July 1, 2007.
Ch. Ch. 2007-55 (C.S. for H.B. 1177) Revises funeral and cemetery industry regulations; provides that specified persons or entities involved in the authorized cremation of a deceased’s human remains are not liable for such cremation. Effective July 1, 2007.
Ch. Ch. 2007-56 (H.B. 1199) Includes electricity used indirectly for production or processing agricultural products on the farm in an exemption from taxes on sales, use, and other transactions. Effective July 1, 2007.
Ch. Ch. 2007-57 (C.S. for S.B. 2968) Provides for the relief of Gina Jones and Robert Anderson, parents of Martin Lee Anderson. Effective May 23, 2007.
Ch. Ch. 2007-58 (C.S. for C.S. for S.B. 450) Extends Florida Teachers Lead Program Stipend funds to teachers of certain public school prekindergarten students and teachers in public charter schools; revises allocation and disbursement procedures. Effective July 1, 2007.
Ch. Ch. 2007-59 (C.S. for S.B. 1046) Revises provisions relating to education regarding the use of specified trust fund moneys, team teaching strategies, and fund allocation; repeals a provision limiting certain school board spending; requires a specified report on gifted student education. Effective July 1, 2007.
Ch. Ch. 2007-60 (C.S. for S.B. 1060) Requires the Department of Revenue to distribute certain tax receipts to the Public Education Capital Outlay and Debt Service Trust Fund in the same month as such receipts are collected; revises provisions relating to the allocation and distribution of certain funds. Effective July 1, 2007.
Ch. Ch. 2007-61 (C.S. for S.B. 1064) Revises provisions relating to the Community College and Alec P. Courtelis University Facility Enhancement Challenge Grant programs. Effective July 1, 2007.
Ch. Ch. 2007-62 (C.S. for S.B. 1088) Creates and revises provisions relating to court-appointed counsel and due process; repeals provisions relating to Circuit Article V indigent services committees. Effective May 24, 2007, except as otherwise provided.
Ch. Ch. 2007-63 (C.S. for S.B. 1100) Revises provisions relating to securities transactions to increase the registration fee for associated persons; revises provisions relating to the allocation and disbursement of certain funds; repeals provisions relating to allocation and disbursement of assessment fees and the Investment Fraud Restoration Financing Corporation. Effective July 1, 2007.
Ch. Ch. 2007-64 (C.S. for S.B. 1124) Requires the Agency for Health Care Administration to jointly implement a four-tiered waiver system to serve clients with developmental disabilities; provides for client assignment, tier requirements and limitations, and system implementation. Effective July 1, 2007.
Ch. Ch. 2007-65 (C.S. for S.B. 1126) Creates a Comprehensive Statewide Tobacco Education and Use Prevention Program; provides program goals; provides for program components, requirements, and an advisory council. Effective July 1, 2007.
Ch. Ch. 2007-66 (C.S. for S.B. 1134) Revises provisions relating to transportation; requires implementation of a secure print-on-demand electronic temporary license plate registration, record retention, and issue system. Effective July 1, 2007.
Ch. Ch. 2007-67 (C.S. for C.S. for C.S. for S.B. 1372) Revises and repeals provisions relating to the Department of Agriculture and Consumer Services; creates a Consumer Fireworks Taskforce; provides for membership and duties; designates a specified building at the Palatka State Farmers’ Market as the “E.H. ‘Gene’ Downs Building.” Effective July 1, 2007.
Ch. Ch. 2007-68 (S.B. 1420) Provides for the resolution of all noneconomic collective bargaining issues at impasse for fiscal year 2007-2008 between the State of Florida and certified bargaining units for state employees. Effective May 24, 2007.
Ch. Ch. 2007-69 (C.S. for S.B. 1848) Provides an exemption from public records requirements for property identifiers relating to unclaimed property held by the Department of Financial Services; provides an exception; provides for future review and repeal. Effective October 1, 2007.
Ch. Ch. 2007-70 (S.B. 1852) Revises and readopts an exemption from public records requirements for a consumer’s personal financial and health information held by the Department of Financial Services or the Office of Insurance Regulation; provides an exception; provides for future review and repeal. Effective October 1, 2007.
Ch. Ch. 2007-71 (C.S. for C.S. for S.B. 2162) Provides that a certain court cost applies to juvenile proceedings; continues the applicability of specified surcharges. Effective July 1, 2007.
Ch. Ch. 2007-72 (S.B. 2800) General Appropriations Act; provides appropriations for fiscal year 2007-2008. Effective July 1, 2007, except as otherwise provided.
Ch. Ch. 2007-73 (S.B. 2802) Provides implementing and administering provisions for the General Appropriations Act for fiscal year 2007-2008. Effective July 1, 2007, except as otherwise provided.
Ch. Ch. 2007-74 (C.S. for H.B. 311) Creates and revises provisions relating to probate. Effective July 1, 2007.
Ch. Ch. 2007-75 (C.S. for H.B. 405) Revises provisions relating to vacation and timeshare plans; prescribes recordkeeping requirements for resale service providers and lead dealers. Effective July 1, 2007.
Ch. Ch. 2007-76 (C.S. for H.B. 411) Revises provisions relating to limited insurance licenses. Effective January 1, 2008.
Ch. Ch. 2007-77 (H.B. 853) Provides an exemption from public records requirements for the identity of certain donors or prospective donors to a direct-support organization created to support specified historic preservation efforts; provides for future review and repeal. Effective July 1, 2007.
Ch. Ch. 2007-78 (C.S. for C.S. for H.B. 919) Revises provisions relating to emergency communications systems; redesignates the “Florida Emergency Telephone Act” as the “Florida Emergency Communications Number E911 State Plan” and the “Wireless Emergency Communications Act” as the “Emergency Communications Number E911 Act.” Effective May 24, 2007.
Ch. Ch. 2007-79 (C.S. for C.S. for H.B. 921) Redesignates the “Wireless Emergency Telephone System Fund” as the “Emergency Communications Number E911 System Fund”; revises fund disbursement procedures. Effective May 24, 2007.
Ch. Ch. 2007-80 (H.B. 7031) Revises provisions relating to real property and property insurance; clarifies certain condominium developer disclosure requirements relating to contracts and offering circulars. Effective May 24, 2007.
Ch. Ch. 2007-81 (H.B. 7063) Provides for the transfer of certain moneys from the Inland Protection Trust Fund to the Florida Coastal Protection Trust Fund for specified purposes. Effective July 1, 2007.
Ch. Ch. 2007-82 (H.B. 7065) Revises provisions relating to Medicaid. Effective July 1, 2007.
Ch. Ch. 2007-83 (H.B. 7069) Specifies the use of certain fees collected from the regulation of slot machines; requires that excess unappropriated funds be deposited into the General Revenue Fund. Effective May 24, 2007.
Ch. Ch. 2007-84 (H.B. 7085) Revises payroll contribution rates for Florida Retirement System membership classes for fiscal year 2008. Effective July 1, 2007.
Ch. Ch. 2007-85 (H.B. 7107) Revises provisions relating to child support enforcement. Effective July 1, 2007.
Ch. Ch. 2007-86 (H.B. 7163) Revises provisions relating to the Department of Business and Professional Regulation. Effective May 24, 2007.
Ch. Ch. 2007-87 (C.S. for S.B. 746) Prescribes criteria for determining eligibility for workers’ compensation benefits for employment-related accidents and injuries of specified first responders; provides for continuation of certain permanent total supplemental benefits; defines certain terms. Effective June 8, 2007.
Ch. Ch. 2007-88 (C.S. for S.B. 2142) Requires that the State Board of Administration report quarterly the names of the equities invested in and the industry category of each equity; prescribes criteria and procedures for specified identification, scrutiny, and divestment relating to companies with business operations in Sudan and Iran; provides exceptions. Effective June 8, 2007.
Ch. Ch. 2007-89 (S.B. 2224) Permits local governments to invest surplus public funds in rated or unrated bonds, notes, or instruments backed by the full faith and credit of the government of Israel. Effective July 1, 2007.
Ch. Ch. 2007-90 (C.S. for S.B. 2498) Revises numerous provisions relating to hurricane preparedness and insurance; creates a center to coordinate and disseminate certain research; creates a task force to compile data and report on the statutory and operational changes needed regarding Citizens Property Insurance Corporation; restricts the issuance of specified new certificates of authority. Effective June 11, 2007, except as otherwise provided.
Ch. Ch. 2007-91 (C.S. for S.B. 136) Revises the allocation of annual use fee funds from the Live the Dream license plate. Effective July 1, 2007.
Ch. Ch. 2007-92 (C.S. for S.B. 420) Defines the term “retiree” for purposes of participation in group insurance; revises eligibility criteria and conditions for participation in specified optional retirement programs. Effective July 1, 2007.
Ch. Ch. 2007-93 (C.S. for S.B. 816) Revises and readopts an exemption from public records requirements regarding a law enforcement agency’s request and receipt of active criminal intelligence information during an active criminal investigation; clarifies exemption applicability. Effective October 1, 2007.
Ch. Ch. 2007-94 (C.S. for S.B. 830) Provides an exemption from public records requirements for specified personal identifying information in motor vehicle records; provides exceptions; provides for future review and repeal. Effective July 1, 2007.
Ch. Ch. 2007-95 (S.B. 886) Revises and readopts an exemption from public records requirements for building plans and other drawings of a building owned or operated by a state agency. Effective October 1, 2007.
Ch. Ch. 2007-96 (C.S. for S.B. 1034) Provides an exemption from public records requirements for personal identifying information contained in certain physician workforce surveys; provides an exception; provides for future review and repeal. Effective June 19, 2007.
Ch. Ch. 2007-97 (C.S. for S.B. 1178) Expands the time period for the annual sale of local business tax receipts; revises provisions relating to reclassification of new rate structure revisions. Effective July 1, 2007.
Ch. Ch. 2007-98 (C.S. for S.B. 1424) Revises provisions relating to state financial matters; reassigns the Taxation and Budget Reform Commission from the Board of Regents to the Office of Legislative Services. Effective July 1, 2007.
Ch. Ch. 2007-99 (C.S. for S.B. 1472) Revises provisions relating to the maintenance and management of beaches and shores; creates policy guidance for sand source management. Effective July 1, 2007.
Ch. Ch. 2007-100 (C.S. for S.B. 1488) Clarifies eligibility requirements for retiree participation in group insurance; consolidates the Institute of Food and Agricultural Sciences Supplemental Retirement Program and its assets and liabilities under the Florida Retirement System; revises provisions relating to program administration; abolishes a specified trust fund. Effective July 1, 2007.
Ch. Ch. 2007-101 (S.B. 1510) Provides an exemption from public records requirements for certain proprietary confidential business information held by Sunshine State One-Call of Florida, Inc.; provides for future review and repeal. Effective July 1, 2007.

Ch. 2007-203 (H.B. 7201) Provides an exemption from public records requirements for specified proprietary confidential business information held by an economic development agency; provides exceptions; provides for future review and repeal; repeals a provision relating to confidentiality of certain information held by specified governmental entities. Effective July 1, 2007.
Ch. Ch. 2007-204 (H.B. 7203) Creates and revises provisions relating to local government comprehensive planning; redesignates the “Community Workforce Housing Innovation Pilot Program” as the “Representative Mike Davis Community Workforce Housing Innovation Pilot Program.” Effective July 1, 2007.
Ch. Ch. 2007-205 (S.B. 2) Revises penalties for the offense of leaving a child unattended or unsupervised in a motor vehicle to provide for a second degree misdemeanor and a third degree felony. Effective July 1, 2007.

Ch. Ch. 2007-207 (C.S. for S.B. 988) Prescribes the markings on the drivers’ licenses or identification cards of persons designated as sexual predators or sexual offenders; requires possession of updated or renewed cards; prohibits alteration of such cards; establishes screening requirements and procedures for noninstructional contractors with access to school grounds; exempts certain instructional and noninstructional personnel from background screening requirements. Effective July 1, 2007, except as otherwise provided.
Ch. Ch. 2007-208 (C.S. for S.B. 1206) Clarifies what constitutes reasonable compensation for work performed by an authorized motor vehicle dealer; prohibits a motor vehicle manufacturer, distributor, or importer from levying certain charges on a motor vehicle dealer. Effective July 1, 2007.
Ch. Ch. 2007-209 (C.S. for C.S. for S.B. 1604) Creates and revises provisions relating to sexual offenders and predators including: sexual predator designation criteria, registration and removal of registration requirements, notification mandates, and records maintenance and retention; conforms specified provisions. Effective July 1, 2007.
Ch. Ch. 2007-210 (C.S. for C.S. for S.B. 1792) Includes Department of Corrections vehicles within the designation of “authorized emergency vehicles”; permits such vehicles to operate emergency lights and sirens during an emergency; revises Employee Benefit Trust Fund provisions; provides for issuance of certain notices to appear and specified notification letters. Effective June 20, 2007.
Ch. Ch. 2007-211 (H.B. 25) Requires a mandatory prison term and victim restitution for certain vehicular incidents causing death or personal injury and involving a person driving under the influence; permits assessment of sentence points for victim injury. Effective July 1, 2007.
Ch. Ch. 2007-212 (H.B. 409) Provides that adjudication of guilt or imposition of sentence may not be suspended, deferred, or withheld for an attempted felony murder committed against a law enforcement or correctional officer, state attorney or assistant state attorney, or justice or judge; revises provisions relating to sentencing and control release. Effective October 1, 2007.
Ch. Ch. 2007-213 (C.S. for H.B. 1405) Provides an exemption from public records requirements for certain donor information related to publicly-owned house museums designated as National Historic Landmarks; provides for future review and repeal. Effective July 1, 2007.
Ch. Ch. 2007-214 (C.S. for S.B. 246) Provides for the granting of Level I program status to the holder of a certificate of need for a newly licensed hospital. Effective July 1, 2007.
Ch. Ch. 2007-215 (C.S. for S.B. 590) Requires certain disclosures by a health maintenance organization when its subscribers live in assisted living facilities; provides for a grievance process if certain subscriber requests are not honored. Effective July 1, 2007.
Ch. Ch. 2007-216 (C.S. for C.S. for S.B. 1232) Creates the Florida Career and Professional Education Act to improve middle and high school academic performance and respond to the state’s workforce needs; prescribes achievement strategies; revises provisions relating to career and professional academies; repeals a provision relating to CHOICE academies. Effective July 1, 2007.
Ch. Ch. 2007-217 (C.S. for C.S. for S.B. 1270) Grants the Board of Governors of the State University System created by the State Constitution rights and privileges equal to state departments; delineates the board’s powers and duties; requires establishment of an Office of Inspector General; provides for its powers and duties; revises and repeals numerous provisions relating to education. Effective July 1, 2007.
Ch. Ch. 2007-218 (C.S. for C.S. for S.B. 1624) Revises provisions relating to owner-controlled insurance programs for public construction projects; clarifies eligibility requirements and combination parameters. Effective October 1, 2007.
Ch. Ch. 2007-219 (C.S. for C.S. for S.B. 1916) Requires the Department of Elderly Affairs to develop a staff training curriculum; prescribes trainer qualifications; provides for operation of adult day care centers in temporary locations in the event of a disaster or emergency; requires agency notification. Ch. Ch. 2007-222 (C.S. for H.B. 1315) Revises the boundary lines of Broward and Palm Beach Counties; extends the corporate limits of the City of Parkland; provides for continuation of existing use and zoning designations, development orders, permits, and licenses. Effective upon the latter of the date a final order is issued by the Department of Community Affairs, finding the Comprehensive Plan Map Amendment transmitted by Palm Beach County titled University Drive & Riverside Drive TIM & 2020 Map Amendment (DCA No. 07-01) to be in compliance with s. 163.3184, Florida Statutes, or the date a final order is issued by the Administration Commission finding the amendment to be in compliance with s. 163.3184, Florida Statutes, or the date on which the roadway rights-of-way designated in this act are abandoned by Palm Beach County and all appeal periods relating to such abandonment have expired or, if an appeal is filed, a final order confirming the abandonment is issued by a court of competent jurisdiction.
Ch. Ch. 2007-223 (C.S. for H.B. 7173) Revises and reenacts provisions relating to the Fish and Wildlife Conservation Commission. Effective July 1, 2007, except as otherwise provided.
Ch. Ch. 2007-224 (H.B. 1549) Extends the timeframe for the periodic examination of the affairs, transactions, accounts, records, and assets of insurers and revises the rules relating to such examinations. Effective July 1, 2007.

Amendments to The State Constitution
S.J.R. 166 Proposes an amendment to s. 2, Art. I of the State Constitution to delete provisions authorizing the regulation or prohibition of the ownership, inheritance, disposition, and possession of real property by aliens ineligible for citizenship. To be submitted to the electorate for approval or rejection at the next general election or at an earlier special election specifically authorized for that purpose.
S.J.R. 4-B Proposes amendments to ss. 3, 4, 6, and 9, Art. VII and the creation of s. 27, Art. XII of the State Constitution to authorize an exemption from ad valorem taxation for tangible personal property, revise the limitation in the difference between the just value and the assessed value for homestead property, provide for assessing rent-restricted affordable housing and commercial and public-access waterfront property by general law, increase the homestead exemption, require the Legislature to limit county, municipality, and special district authority to increase ad valorem taxes, and provide for transitional assessments of homestead property. To be submitted to the electorate for approval or rejection at the special election to be held on January 29, 2008, and retroactively operative to January 1, 2008, or at the general election to be held in November 2008 and effective January 1, 2009.
